SUZANNE Y. KAO 

Suzanne Kao is a founding member of Huffman Riley Kao PLLC. She concentrates her practice in the areas of export controls and compliance, and government contracts. Ms. Kao assists U.S. and foreign clients with navigating and complying with the U.S. export control laws, including the International Traffic in Arms Regulations (“ITAR”); Export Administration Regulations (“EAR”); and the Office of Foreign Assets Control (“OFAC”) regulations. Ms. Kao has extensive experience counseling clients in the high technology, defense and related industries, providing advice about applicable federal statutes and regulations in connection with:

  • Classifying and determining the appropriate export jurisdiction for products, technology and services;

  • Identifying licensing requirements, and obtaining and administering export authorizations from the U.S. Government, including the U.S. Departments of State, Commerce and Office of Foreign Asset Control;

  • Aiding clients with interpreting and complying with U.S. regulations that limit exports of encryption commodities, software and technologies;

  • Assisting U.S. companies and their foreign subsidiaries to understand the requirements for conducting business with countries subject to U.S. sanctions and embargoes;

  • Identifying, reviewing and voluntarily disclosing potential violations of the U.S. export laws;

  • Implementing compliance audits and designing appropriate remedial measures, training, policies and procedures that satisfy regulatory requirements; and

  • Conducting export control due diligence related to mergers, acquisitions and divestitures and assessing potential compliance risks and liabilities associated with such transactions.

In addition, Ms. Kao has significant experience counseling clients in the area of government contracts. She has provided advice concerning the Federal Acquisition Regulations (“FAR”) and Defense Federal Acquisition Regulation Supplement (“DFARS”) regulations, including the Anti-Assignment Act and Assignment of Claims Act. Ms. Kao has also conducted due diligence in connection with mergers and acquisitions involving government contractors. She has assisted clients with assessing potential government contract compliance risks and liabilities under the federal regulations.

Prior to establishing Huffman Riley Kao PLLC, Ms. Kao practiced law with a large Washington D.C. law firm, where she concentrated her practice in the areas of export controls and government contracts. Ms. Kao also completed a federal judicial clerkship with the Honorable Sarah L. Wilson of the U.S. Court of Federal Claims.
